Spotlight Series: Meet the Front Office

Each month, we highlight one of our City departments and the important work they do for our community. This April, we’re celebrating the amazing front office staff—the team that keeps our City departments running smoothly and serves as the welcoming face of Orange City!

Meet the team:

Janet Brown – City Clerk & Office Manager

Janet has been with the City of Orange City since 1992 and has served as City Clerk for 27 years. Her role covers a wide range of responsibilities, including utility billing, payroll, benefits, records management, licensing and permits, cemetery records, election coordination, and preparing council meeting proceedings.

“Our team is the first to meet and greet the public, handling a broad range of tasks—all with understanding and patience,” Janet shares.

She loves the variety of her work and getting to know Orange City residents.

Janet’s husband Mark is the General Manager at GCC Alliance Concrete, and they have two daughters, Brianna and Alyssa. Janet is grateful to be part of such a clean, safe, and welcoming community.

Shawn Lancaster – Deputy City Clerk

Shawn has been part of the City Office team for the past three years. She enjoys getting to know community members and welcoming new residents as they sign up for utilities.

“We have a great staff in the City Office, so it’s enjoyable coming to work every day,” she says.

Shawn and her husband, Jim, live in Alton with their two children, Marisa and Luke. Marisa will be attending USD in the fall, and Luke will be a junior at MOC-FV. In her free time, Shawn enjoys walking her two dogs, golfing, attending local sporting events, and spending time with family.

Sarah Anderson – Accounts Receivable Specialist & Office Assistant

Sarah joined the City of Orange City 18 months ago. She met her husband, Kyle, while attending Northwestern College, and they have called Orange City home for the past three years.

Sarah enjoys learning more about what makes this community so special and appreciates being close to family. Outside of work, she and Kyle love walking their two mini Goldendoodles, golfing, and running.
